Key accountabilities
- Supervise, coach and develop national HSE staff.
- Create, develop, implement and manage the HSE assurance program on the FPSO.
- Identify and implement improvements in the FPSO Control of Work system.
- Facilitate development of Hazard Identification & Task Risk Assessments.
- Participate in process risk management and risk assessment activities, events & workshops. ( HAZOP, HAZID, PHSSER ).
- Create, Develop and coordinate the FPSO Risk Identification, Prioritization and management process (Risk Register).
- Ensure [Company] HSE Standards and Requirements are met by FPSO teams and contractors.
- Develop and implement the FPSO HSE plan.
- Provide HSE input to the decision-making and change management processes.
- Develop and coordinate the Environmental Management System (EMS) program and ISO 14001 conformance/governmental compliance requirements.
- Develop and coordinate the installation Industrial Hygiene programme.
- Develop procedures and documents in-line with [Company] Group Standards.
- Conduct HSE audits and reviews to ensure [Company] HSE requirements are being met, develop remedial action plans as required and ensure implementation.
- Represent the FPSO and [Company] with internal and external stakeholders as required.
- Ensure deficiencies are identified and tracked and periodic status reports are published until deficiencies/ issues are resolved.
- Serves as the primary liaison between HSE staff and department heads supporting operations.
- Provide counsel to FPSO management on policy requirements, sensitive HSE issues and conflict resolution.
- Provide leadership in ensuring that all HSE policies and programs are aligned with guidelines, industry standards and local laws and regulations.
- Formulate and coordinate the implementation strategies for all HSE related policies and programs.
- Provide specialist advice and support for incident investigations.
- Identify trends and statistics to evaluate HSE performance, with a focus on use of leading indicators to proactively address performance gaps.
- Carry out additional special projects as requested by the OIM and Operations HSE Team Lead.
Essential criteria & qualifications
- Advanced qualification in HSE and/or equivalent experience.
- Deep onsite operations experience at an E&P, Refining or Chemicals facility, a significant part of which must has been working in an HSE role.
- Must be experienced in planning, developing, organising and carrying out all types of HSE programs with a track record of delivery and driving tasks to completion.
- Strong technical experience in Hazard Identification and Task Risk Assessment.
- Proven expertise in working with permit to work systems.
- Experience in the development and delivery of HSE/Operations Management Systems.
- Experience in a leadership, supervisory, or coaching position.
- Experience in the risk management of Industrial Hygiene hazards.
- Experience implementing and managing ISO 14001 systems.
- Experienced leading incident investigations and in root cause analysis.
- Good English language skills required, including reading, writing and speaking.
- Experienced in speaking in front of groups, including leading meetings and presentations.
- Prior experience of successfully influencing others and leading behavioral change initiatives.
Desirable criteria & qualifications
- Prior experience in working in a developing country would be an advantage.
