Responsibilities:
- An ideal candidate has the experience and personality to blend the individual functions of Purchasing, Subcontracts, Expediting, Supplier Quality, Traffic and Logistics and Site Materials Management. Recognizing that frequently we will be working with both internal and external JV Partners, this person will work to establish a smoothly running operational Project Procurement team dedicated to the success of the Project. To effectively manage project procurement activities this position must constantly monitor quality, schedule and cost in order to identify changes promptly and implement timely action to minimize or resolve potential problems.
- The Project Manager relies on the Project Procurement Manager (PPM) for the planning, coordination and execution of all Procurement functions for the Project.
- The Project Procurement Manager is responsible for developing procurement strategies, project procedures, execution plans, budgets and staffing plans for a specified Project.
Critical Project Procurement Manager;
Responsibilities include:
- Review prime contract to identify areas of risk to project and develop specific procurement and material management strategies and plans for the Project including a Procurement Execution Plan, Materials Management Plan, and a Division of Responsibility (DOR) and a Material Assignment Schedule (MAS).
- Prepare pro forma documents that include required prime contract flow down provisions and language from the Prime Contract and obtain input and review from legal, insurance, tax and other applicable departments required to prepare purchase orders and subcontracts prior to execution.
- Develop specific project procurement procedures and ensure deliverables meet client and established project requirements.
- Develop risk management plans and strategies identifying long-lead items and developing a milestone summary schedule to identify critical project purchase orders.
- Provide a time-phased procurement staffing plan and establish a procurement job hour budget.
- Establish job hours for shop inspection, expediting, traffic and logistics, field procurement and field material management.
- Conduct regular status reviews, identify negative trends and initiate corrective actions.
- Developing sources for equipment, materials and services and builds strategic alliances with key suppliers and manages supplier relationships for effective cost, quality and schedule strategies.
- Establishing and control the Project Procurement organization, staffing plan and services budget.
- Prepare and issue metrics and procurement status reports ensuring the reports are accurate, contain current status information and are issued on a timely basis.
Qualifications:
- Minimum 15 years of domestic and/or international experience in a global EPC company executing contracts in key industries, such as oil and gas, LNG, petrochemical, chemical, power, nuclear and water with at least 5 years direct experience in managing procurement operations for major projects; including drafting and formulating contracts, bidding, negotiating and administering major purchase orders.
- Bachelors Degree in Business or Supply Chain Management or equivalent experience.
- Demonstrates a broad knowledge of the procurement process and is familiar with procurement procedures, processes, standards, and codes
- Prefer lump sum turnkey and modular experience.
- Able to effectively communicate commercial solutions and concepts to both procurement and non-procurement personnel.
