Job Description:
Direct engineering contractor and project team members in developing the project schedule and capital cost estimate. Responsible for developing the project engineering staffing requirements, and allotment of available resources through the engineering, procurement, fabrication, transportation, installation and commissioning phases of the project. The project will be delivered through a smooth transition to the 'owner' organization at the completion of the installation and commissioning phase. Establish the work scope and staffing for each phase of the project, and arrange for recruitment or assignment of project personnel. Coordinate with the Operations component throughout the project. Establish the work scope that is to be included in contracts. Direct the work effort for the contractor’s engineering scope of work as outlined in the relevant contract provisions. Confer with project staff to outline the work plan and to assign duties, responsibilities, and scope of authority. Direct and coordinate activities for project personnel to ensure that the project progresses on schedule and within the prescribed budget. Ensure that the project team conducts work processes according to the approved Project Execution Plan. Review status reports prepared by project personnel and modify the schedule or plans as required. Prepare project reports for management, client, or others. Confer with project personnel to provide technical advice and to resolve problems. Assist the project manager to control the project budget, and responsible for delivering the project engineering deliverables within the agreed scope, timeline and budget. Responsible for follow-on engineering support and site query response processes once the project moves into the fabrication, installation and commissioning phase. Supply relevant project information for AFE preparation in anticipation of project schedule milestones. Ensure that the engineering design includes all relevant safety, health, environmental, operability, maintainability and reliability considerations. Mitigate risk through peer reviews in advance of significant design points. Incorporates lessons learned into all plans and has a contingency plan to meet schedule objectives. Responsible for scope change control processes including the assessment of total cost and benefits for proposed changes. Serve as mentor to project staff members. 30% international travel required.
Experience / Qualifications:
Bachelor of Science degree in Chemical Engineering, Petroleum Engineering, Mechanical Engineering or related field or a foreign equivalent degree and 10 years of experience in the job offered or 10 years managing projects through front end engineering and design, procurement, construction and commissioning stages.
