[Company] Energy Corporation is seeking a talented individual for the position of Manager - State Government Affairs - New York. This position will be based in Albany, NY, will report to the Vice President - Government Relations - Eastern Division and will work closely with the Corporate Development team, Field Operations, Environmental, Legal, Midstream, Tax and Human Resources. Duties will encompass direct legislative lobbying, and communicating with a wide array of stakeholders.
The Manager, State Government Affairs will be a critical component of elevating the stature of [Company] Energy throughout government circles in Albany. This Manager will be responsible for day-to-day management of all New York state government relations activity, including: working with [Company] staff to gain vital information in preparing our internal positions on issues, preparing position statements for external advocacy, direct lobbying on critical issues of import to [Company] and our industry, tracking legislative and regulatory actions, communicating critical issues to supervisory and executive staff, working closely with trade groups, establishment and enhancement of critical legislative contacts, tracking of vital legislative committee activities, management of PAC resources, working with coalitions, day-to-day management of our government relations office, and working to spearhead the development of a new Marcellus based advocacy group in Albany. The Manager of State Government Affairs will also be responsible for maintaining the integrity of this office, including registration and regular filing of New York State ethics reports. The Manager's primary role is to advocate on behalf of the company to legislators, legislative staff, regulators, executive branch officials and industry peers. The person selected for this position must be an extraordinary communicator, possessing a demonstrated ability to positively influence stakeholders.
General Duties:
- Establish and maintain the integrity of the office. Maintain and file all required state ethics reports with the New York State Ethics office on a quarterly basis.
- Work with land, regulatory, environmental, legal, tax, midstream and operations to develop position statements on issues of importance to the corporation
- Track legislation important to [Company] and our industry
- Communicate competitive intelligence
- Communicate to internal stakeholders on legislative and regulatory actions of interest to the company
- Leadership role in the establishment of a new Marcellus advocacy group in Albany
- Work closely with consultants assigned to support [Company] activities
- Direct lobbying with state and local level officials
- Manage PAC resources and requests
- Establish and maintain vital relationships with legislators, legislative staff, regulatory officials, Executive branch officials and key players inside the Capitol
- Establish and maintain contacts with the Office of Oil and Gas inside the NY State Department of Environmental Conservation
- Position [Company] favorably with legislative leadership, committee chairs and key Executive branch staff.
- Provide support to local affairs staff by assisting them when necessary with local or state level actions or communications
- Management of local government affairs office in Albany
- Extraordinary oral and written communication skills
- Proficient in the use of computer, including the use of: Word, Excel, PowerPoint and general e mail usage
- Maintains a body of contacts to assist corporation in management of complaints
- Works closely with coalitions
- Other duties as assigned
Qualifications
-
- Minimum 10-years experience in managing the area of State Government Relations in New York State
- Existing body of New York legislative contacts
- Minimum BA/BS Degree in related field: Political Science, Public Administration, Public Service etc.
- Knowledge of the natural gas and energy industry
- Demonstrated compliance of all New York lobby reporting/ethics requirements
- Strong oral and written communication skills
- Strong customer-service skills
- Ability to work well independently and within a team
- Ability to work under pressure and in stressful situations
- Ability to work extended hours and evenings
- Demonstrated level of community/charitable involvement
- Proficient in Microsoft Excel, Word and PowerPoint, and Outlook
- Sound judgment, integrity in all actions, critical thinking skills
