Experience / Qualifications:
- Degree in mechanical or metallurgy or welding Engineering with appreciation of the electrical and instrumentation disciplines with an additional qualification in Quality Assurance.
- 3-5 years' experience in the Quality Assurance and Quality Control of Mechanical, Electrical, Instrumentation and Civil works on construction projects in the Oil and Gas Industry, 5 years practical experience in welding fabrication methods, procedures & Coating Inspection. 5 years Experience contract management. Conversant with ASME, ASTM,API, BS, EN, NACE, AWS, ISO and Industry Construction Stds
- Good communication skills in dealing with contractors, vendors and other third parties in safe guarding Company reputation.
- Experience in managing staff and contracts
- Have expert knowledge in welding, NDE, materials and registered as a Lead Assessor with the Institute of Quality Assurance or equivalent
Principal Accountabilities:
- Focal point for all QA, welding NDE related issue for the OSD & OND directorates.
- Contribute in up-grading welding, quality assurance and NDE specifications in order to be cost effective without risking the integrity of equipment and facilities.
- Contribute in identifying risks to pipelines/flowlines/equipment and facilities due to Contractor activities, develop and implement control measures where required.
- Ensure that procured material and equipment are in accordance with applicable PDO standards and specifications (SPs, ERDs, DEPs, International; standards etc.) and they are manufactured and constructed in accordance with applicable design and engineering specifications.
- Ensure compliance with the quality requirement of Contract through monitoring and auditing the activities of the Contractors.
- Ensure review of Contractor/Vendor CQP, QCPs (ITPs), WPSs, PQRs, WPQRs, GRE adhesive bonding procedures, HDPE fusion bonding procedures, and their operator qualifications, NDE procedures, NDE operator qualifications, inspection and testing procedures, welding consumable control procedures etc.
- Ensure that Contractor QA/QC organization meet the requirements established by SP-1171 and contract document.
- Assist the Company Representative (CR), Company Site Representative (CSR) and the Contractor in complying with Company standards, specifications and in the review of drawings, material requisitions, purchase orders and sub-contract technical requirements.
- Final acceptance of the resolution of Company and Contractor QA/QC non-conformance’s (NCR’s) and the approval of variances with respect to QA/QC requirements.
- Participate in Contractor QA audits, pre-inspection/manufacturing meetings and work site meetings and FAT/SAT, as requested by the CR or CSR.
- Participate in failure analysis to find root causes of failure when requested by asset team/project management/function.
- Ensure review and comment on all QA/QC documents and reports from the Contractor which are to be immediately transmitted on receipt by the CR/CSR.
- Attending meetings where QA/QC issues are discussed to ensure Contractor’s personnel and processes are effective.
- Ensure that all communications with the Contractor with regard to quality requirements of Contract shall be through the CR/CSR
- As CR, effectively manage QA Management Services Contract including third party inspection services (C31/0383)
- Keep abreast of technology improvements in the field of Quality assurance/welding/NDE/painting/metallic materials/non-metallic materials and apply it to PDO business where appropriate.
- Ensure that Quality Management System CoP 190 in implemented in projects.
- Assist CFDHs and WCCs
Key challenges:
- Continuously seek opportunities to project the Quality philosophy to Contractors/ Vendors to enable them to improve the level of quality management in their activities.
- Expand on measures to address the threat of fake material entering Company services
- Develop a data base for tracking the status of Non Conformance Records (NCR)
- Develop system to electronically generate Variance requests and speed up processing.
- Emphasis and work style to be consistently focused on economy, thoroughness, documentation, seeking out and correcting the root causes and setting the right example.
- Continuously seek opportunities to project the quality philosophy and endeavor to improve the service to customers
