Position Summary:
The Manager I, Health, Safety & Environment ensures that the company complies with all applicable, health, safety, and environmental (HSE) regulations in the regions in which the organization operates, and achieves corporate HSE goals and standards. This position implements the assists with the direction, strategies, plans, systems, and programs established by the QHSE Director to achieve regulatory compliance and corporate objectives relative to HSE performance goals.

Primary Responsibilities:
HSE:
Administers HSE strategy, system, policies, and methods; makes recommendations for improvement.
Develops and implements best HSE practices.
Develops audit goals and objectives, systems, policies, and procedures; conducts regular reviews.
Prepares, maintains, and implements HSE procedures and manuals as required.
Manages industrial hygiene, sanitation, and environmental programs to ensure corporate objectives as well as customer and regulatory requirements are met.
Prepares or delegates risk assessments of proposed changes to equipment, work methods, policies, and procedures to determine acceptability of the change.
Provides input to offshore and onshore disaster response and recovery plans and monitors their effectiveness.
Maintains up-to-date knowledge of current and pending regulations and statutes related to HSE affairs.
Keeps abreast of facility inspections performed by HSE regulatory agencies; serves as the contact with the regulators as needed.
Drafts or reviews responses to any regulatory findings, infractions, or lawsuits related to HSE matters.
Provides regular and periodic HSE compliance and performance reports; provides summaries of system effectiveness and maturity.
Audits adherence to establish policies, processes, and procedures; determines corrective action for compliance.
Implements improvements as needed to achieve optimum HSE program performance.
Educates and advises management on issues and best practices related to HSE compliance with regulatory requirements and company standards.
Prepares government-mandated and Pride-required HSE reports; ensures that all reporting requirements are met.
Training:
Manages the details of training program development and implementation, ensuring that programs support annual HSE objectives, Training Matrix, offshore operator requirements, and all statutory and client requirements.
Implements methods for assessing the effectiveness of HSE-related training methods and materials.
Educates and advises managers on HSE issues, plans, and budgets.
Manages the systems for assessing competence in QHS knowledge and skills.
Maintains the Training Matrix and periodically evaluates its effectiveness and adequacy; manages ongoing implementation, recommending changes as needed.
Manages the training documentation system and requirements, and conducts regular system reviews.
Provides training of site Safety and HSE personnel, ensuring that training is carried out according to safe work practices.
Identifies, qualifies, and partners with external training sources as appropriate to develop required training programs and monitor their performance.
General Management:
Provides input to the QHS Department annual plan and budget; monitors areas of responsibility to ensure cost effective operation.
Recommends improvements to QHSE Department policies, systems, and procedures for enhanced performance.
Interfaces with government and industry contacts and operators regarding training requirements.
Schedules and participates in periodic inspections, audits, training, and incident and accident investigations to observe the quality and effectiveness of HSE programs; interacts directly with crews and Rig Safety Training Representatives to learn how to improve program effectiveness.
Benchmarks with others in and outside the industry.
Keeps informed of training organizations that provide relevant courses and materials; recommends approval of external training sources and programs.
Performs other duties and special projects as requested by management.
Qualifications/Education:
Bachelor's degree in a health, business administration, or related field is preferred or equivalent relevant work experience. Advanced degree is desired.
Professional Experience:
Skills - Technical:
Must have 8-10 years of progressive industry experience in HSE management and regulatory compliance.
Proficient in Microsoft Office.
Excellent analytical and quantitative skills.
Excellent problem solving.
Working experience in the offshore drilling industry is preferred.
Working experience and a strong knowledge of MMS and USCG regulations strongly preferred.
Skills - Communication:
Strong written and verbal communication skills.
Bi-lingual (prefer Spanish, French, or Portuguese).
Skills - People:
Commitment to customer service.
Ability to work in a team-oriented environment.
Ability to effectively partner with operations management and employees to influence the improvement in safety behaviors across the fleet.
Licenses, Certifications, Credentials, and Other Requirements:
Offshore survival and medical certificates as mandated by government regulations are required.
Must pass pre-employment and random drug tests.
