Responsibilities/Job Description:
The Contract Conformance Regional Leader will report to the Director of Contract Conformance in the Project Systems & Controls Department.  The Leader is accountable for contract conformance objectives of assigned capital projects for expanding and maintaining the plant and pipeline networks within his/her assigned region of the company’s business units.  The Leader oversees the delivery of services to the Project Teams to assure consistent conformance with all company contract administration policies and procedures and to assure conformance with the contractual requirements and stipulations of all executed contractual arrangements.
 
Dimensions:
Assigned projects or programs totaling up to $300-800MM/year.
Assigned projects or programs typically up to 2-4 years duration.
Assigned projects or programs, including those of extreme complexity.
 
The duties of the Regional Leader-Contract Conformance include the following:
Prepare and conduct annual level three contract conformance training program to all Engineering & Construction Project Teams.
Possess mastery-level understanding of purpose and utilization of all documents typically included in a construction contract.
Provide counsel to Project Team and Contract Management Group as to contracting strategy. 
Conduct critical review of proposed contract documents. 
Coordinate integration of lessons learned from all of the company’s construction contracts into regional program.
Monitor Contract Conformance Specialist’s adherence to construction contracts and company procedures and provide guidance and counsel as necessary.
Conduct project specific workshops for the project team and contractor personnel on the topic of contract conformance.
Facilitate dispute resolution and coordinate with Legal team relative to the resolution of disputes and claims arising from construction contracts and other Engineering and Construction related agreements.
Facilitate audits of contractor’s books and records utilizing professional, third party audit service providers.
Periodically self-perform team audits against the project specific contract conformance plan.
Provide status reporting to management on achievement of contract conformance objectives.
Conduct lessons learned on all aspects of project contract conformance and disseminate information on department-wide basis.
 
Basic/Minimum Qualifications:
Bachelor’s degree in an engineering, construction, legal or business discipline.
Minimum of 10 years of experience in legal, engineering, construction or contract conformance of construction related projects, preferably in the gas pipeline industry.
Requires specific knowledge and experience in contracting process and issues related to energy industry facility construction projects.

Must have demonstrated excellent human relations, influencing, and listening skills to deal effectively with all levels of employees and management.
Ability to develop collaborative working relationships with other departments to achieve goals.
Familiarity with best management practices for contracting.
Ability to support the negotiation of complex contracting issues.
Ability to manage multiple tasks and to perform work with a reasonable level of supervision.
Requires the ability to communicate and interact effectively in a team environment.
Requires excellent organizational skills.
Demonstrated ability to proactively and effectively solve problems by using analytical skills to take corrective action before they become crises.
Demonstrated proficiency working with office computer applications such as Microsoft Office.
Demonstrated ability to effectively organize and prioritize work in a timely manner. 
 
Comments:
A Regional Leader must be available to travel as the job requires (about 25% of the time).  Travel will primarily be within the U.S.
The Regional Leader will interact with third parties as well as in-house departments including lawyers, project managers, marketing, system planning, procurement, contract administration and other service groups.  The incumbent has no direct supervision of company personnel but influences the hiring and managing of third-party contract personnel.
The hiring manager may elect to fill this position at a higher level within the hierarchy based upon the skills and qualifications of the candidate.
