Responsibilities/Job Description:
Manage the environmental construction permitting process for the construction of new facilities and for construction related to the maintenance of existing facilities on the [Company]pipeline system.  Overall performance standards to be guided by the Purpose, Vision, Mission and Commitment statements outlined in the Environmental Construction Permitting Charter.
 
Key responsibilities and accountabilities
Participate in initial project development process including route selection, siting and project cost estimating of new facilities;
Monitor compliance with environmental permits and conditions during construction and insure post construction environmental permit compliance.
Provide technical support for regular updates to Company documents such as the Spill Prevention Control and Countermeasure Plan (SPCC), Erosion and Sedimentation Control Plan and EH&S SOP’s;
Work with Federal, state and local agencies to ensure environmental compliance of FERC jurisdictional projects on and off shore.
Scope of work includes: National Pollutant Discharge Elimination System Stormwater Phase I and II permitting, threatened and endangered species consultation, cultural resources consultation, wetland/waterbody crossing/disturbance consultation, and wastewater discharge permitting.
Interpret FERC guidelines, Federal and state regulations and permit conditions and requirements to establish appropriate measures to ensure compliance.
Provide necessary assistance to project managers and company construction staff to ensure project is environmentally sound and promote environmental stewardship.
Establish viable working relationships with various agencies and agency personnel including: U.S. Fish & Wildlife, Corps of Engineers, State Historical Preservation Offices, Environmental Protection Agency, and various state environmental regulatory agencies.
Manage environmental aspect of multiple projects simultaneously, including management of consultants and adherence to schedule and budget.
Valuable member of project teams, providing service to internal clients.
Other auxiliary work includes: fulfill post-construction requirements, manage consultants when outsourcing is required.
 
Basic/Minimum Qualifications:
Bachelor of Science degree in biology, ecology, environmental sciences or equivalent;
Minimum of 5 years of experience performing environmental permitting and managing the FERC resource report preparation for pipeline expansion based projects;
Specific knowledge and experience in environmental issues related to pipeline construction;
Familiarity with best management practices for environmental protection.
 
Desired Qualifications:
Demonstrated ability to manage multiple tasks and to work with minimal supervision;
Demonstrated ability to communicate and interact effectively in a team environment;
Demonstrated  organizational skills;
Demonstrated ability with computer skills using Microsoft Office products.
