Job Description:
As a member of the Commercial Marine Risk Management group, provide expertise in the design, operation, and continual improvement of [Company] (COP) marine shore based terminals with a focus on improving support to the terminals located on the Gulf of Mexico region. Provide direction to terminal management to develop and maintain consistently safe marine facility operating procedures and closing out findings made during marine assessments. Manage the local area Marine Advisor program. Complement existing services of the Commercial Marine Risk team by providing operational & technical support related to marine and terminal assurance, vessel fit and terminal clearance and HSE matters. Actively participate in the Marine Terminal NoE and the COP Incident Management process.
Responsibilities of the Marine Terminal Advisor may include;
Providing marine technical and operational expertise to assigned Marine facilities particularly in relation to:
- Waterway Management
- Ship to Shore interface
- Berth operating envelope and environmental limits
- Providing terminal management with recommendations concerning adoptions of mitigating measures when marine risks are identified.
- Managing Marine Advisor Program (MMAP) for the US Gulf Coast area by training, dispatching, invoicing, and actively resolving issues reported by the Marine Advisors.
- Reviewing reports and measuring improvements made by the MMAP program.
- Developing and maintaining relationships with the COP marine terminals that are assigned to your area so that they are aware of the marine requirements they face and the services and support the MRM team can provide.
- Establishing processes and providing guidance for vessel fit and terminal clearance review with assigned terminals in accordance with the Corporate HSE Marine Vetting Standard.
- Championing the promotion of safe and environmentally friendly operations at marine terminals.
- Actively participating in local and regional industry forums regarding port operation, water course and regulatory issues relating to marine installations.
- Supporting and using the COP systems such as Ships Information System (SIS) and Optimoor programs.
- Supporting other Marine Risk Management teams and the Marine Terminal Network of Excellence as may be required to mitigate marine risks and enhance the overall marine knowledgebase within the corporation.
Required Qualifications:
- Maritime College graduate.
- 5 years shipping / terminal or commercial experience.
- Legally authorized to work in the United States.
- Minimum of 10 years extensive experience of marine terminal operations, port operations and/or experience with either offshore or tanker based industry & industry best practices.
- Willingness to travel extensively to the USGC port and terminals when needed; 20 to 40%
- Must have excellent organizational and reporting skills.
Preferred Qualifications:
- Senior Officer with tank vessel experience as Master, Chief Officer.
- SIRE inspection or TMSA Auditor training/certification and experience
- In depth familiarity with marine terminal operations and ship to shore interface.
- Working knowledge of international marine standards such as OCIMF and IMO; also understanding national standards such as API and NFPA
- Extensive experience including work with marine terminal operations, port operations and industry best practices.
- Self motivated, takes ownership and drives resolution of problems in a safe and practical manner.
