Role synopsis
The purpose of the Procurement Specialist position is to speed up the localization of base oil in GSC China, which could significantly release Lubes working capacity, lead time of base oil as well as cost reduction of formulation.
Key accountabilities
- Accountable to line manager for the procurement deliverables in China, measured by performance.
- Lead the implementation of base oil sourcing arrangements that assures alignment with the global strategies of the respective procurement categories.
- Understand business needs and collaborate with line manager to identify opportunities and develop necessary solutions to materialize the anticipated value.
- Build effective relationships with Sinopec and Petro China to promote [Company] as a preferred customer and manages suppliers’ operational performance.
- Sourcing other alternative base oil source in China as a supplement.
- Build effective relationships with internal stakeholders (including manufacturing, technology, marketing & sales personnel) to achieve the purpose of this role.
- Effective understanding of base oil supply market environment in China.
- Delivery of cost-saving projects on base oil and enable timely reporting of benefits, measured by cost-saving projects.
- Ensure compliance with required [Company] policies covering HSE, Ethics, Code of Conduct and Procurement Guiding Principles, measured by performance.
Essential criteria & qualifications
- A degree in Chemical Engineering or Mechanical Engineering.
- A post graduate certification in business study is advantageous but not critical.
- Proactive, consistent to relationship development with suppliers.
- More than five years working experience with good track record in a commercial role (such as sales, marketing or procurement) or a marketing technical support role with demonstrated flair for a commercial position.
- Proficient in Chinese and English.
- Feasible to travel domestically and internationally.
Desirable criteria & qualifications
- An effective team player.
- Strong interpersonal and influencing skills with suppliers and Local Governments.
- Good knowledge of base oil supply market environment is desirable.
- Good commercial acumen.
- Be able to get along well different levels within the organization.
- Demonstrate effective technical understanding of specialty chemicals and their applications. Knowledge of their usage in lubricants is a plus.
- Proven performance track record in the past years.
