Job Description:
The Environmental Air Issues Advisor must be familiar with state and federal air regulations that commonly apply to refineries and chemical plants. An understanding of the Texas New Source Review and Title V permit programs is also preferred. The position will be expected to interpret and implement state and federal air regulations, negotiate NSR / Title V permit revisions, manage environmental compliance assurance systems, and be responsible for short and long-term development of permitting strategies across the site. This position requires frequent interaction with site management; operations, mechanical, and technical personnel; headquarters staff; and other members of the Safety, Health, & Environment department. In addition, interaction with regulators via the permitting process and advocacy networks is common.
 
Primary Job Functions:
Interpret and implement state and federal regulations at the site
Negotiates NSR and Title V permit content with agencies
Conducts Title V compliance certifications
Manages environmental compliance assurance system and procedures
Provides training for and stewardship of environmental programs for the site
Coordinates interactions with project teams to develop NSR permit basis
Reviews capital project scopes to identify NSR permit requirements
Revises and produces compliance documents to communicate permit content to organization
Produces regulatory reports as required (Title V deviation / NSPS / MACT / NESHAP)
Participates in regulatory advocacy efforts as requested
 
Education and Experience:
BS in Chemical engineering preferred. Environmental or Petroleum engineering, Environmental Science, or Environmental Management degree is acceptable
Experience in air regulatory compliance and the NSR and Title V program is preferred
Strong Knowledge of the petrochemical and refining industries is desirable
Experience interacting with EPA and TCEQ personnel is preferred
Strong analytical and communication skills
Skills in database management is helpful
